I have the .NET Framework 1.1 loaded on my Win2k Pro machine and it will not run the samples, stating that I do not have ASP.NET 1.1 loaded. I do.

I had the same problem and had to run:
C:WINNTMicrosoft.NETFrameworkv1.1.4322aspnet_regiis.exe
Replace the 4322 with the latest version in your framework folder
